They are dollars parked by foreign central banks and official institutions that have looked at the long end of the Treasury curve and chosen not to extend duration.
There are two readings. The charitable one is operational: the facility is a convenient parking spot for cash awaiting deployment. The structural one is more concerning: foreign official demand for longer-dated U.S. debt is weakening at exactly the moment the Treasury needs to increase supply. If foreign institutions prefer overnight accommodation to term bonds, the burden of absorbing $68 billion in additional Q3 issuance falls on domestic buyers.
